Lahore (Special report) How many lakhs of dollars are spent annually on Tehreek-e-Insaf's lobbying in the United States?  In March this year, an agreement with Praia Experts (Praia Experts), a firm from Washington, has come to the fore in order to restore the ties of Tehreek-e-Insaf with the American government and the media.  Senior analyst and columnist Hussain Haqqani made important revelations.

 اس خط میں انسانی حقوق کی مبینہ خلاف ورزیوں کی زد میں آنیوالوں میں عمران خان کا نام بطور خاص شامل ہے۔درحقیقت اگر امریکی سفارت کار ملک، جہاں وہ تعینات ہے، کی کسی اہم سیاسی شخصیت سے ملتا ہے یا امریکی اراکین کانگریس کسی ملک میں انسانی حقوق کی حالت پر تشویش کا اظہار کرتے ہیں تو اس میں کچھ بھی غیر معمولی بات نہیں۔ اقوام کے درمیان خارجہ تعلقات کیلئے سفارت کاروں کو ہر قسم کے سیاست دانوں اور عوامی شخصیات سے ملاقاتیں کرنا ہوتی ہیں۔ ڈونلڈ بلوم کی نواز شریف کے ساتھ ملاقات سے امریکہ کی پاکستان کی سیاست میں کسی ترجیح کا اظہار نہیں ہوتا، جس طرح دیگر پارٹی رہنماؤں سے ملاقاتیں کسی کی حمایت کی سند نہ تھیں۔ مزید یہ کہ امریکی خارجہ پالیسی اراکین کانگریس کے خطوط نہیں بلکہ حکومت کی ایگزیکٹو برانچ میں صدر اور ان کی ٹیم چلاتی ہے۔

In this letter, the name of Imran Khan is specifically included among those accused of human rights violations. In fact, if the American diplomat meets any important political figure of the country where he is posted, or the American members of Congress in a country.  There is nothing unusual about expressing concern over the state of human rights.  For foreign relations between nations, diplomats have to meet with all kinds of politicians and public figures.  Donald Bloom's meeting with Nawaz Sharif does not indicate any US preference for Pakistan politics, just as meetings with other party leaders are not a sign of support.  Moreover, American foreign policy is not driven by letters from members of Congress, but by the president and his team in the executive branch of government.

  اپنے بلاگ میں حسین حقانی نے مزید  لکھا کہ 11اراکین کانگریس کا خط اُن کے خیالات کے اظہار سے زیادہ کچھ بھی نہیں۔ اسے پالیسی یا بجٹ فیصلہ قرار نہیں دیا جا سکتا۔ اگرچہ پی ٹی آئی الزام لگاتی رہی ہے کہ امریکہ نے اس کے لیڈر عمران خان کو وزارت عظمیٰ کے عہدے سے ہٹایا تھا، لیکن یہ امریکہ میں پبلک ریلیشن فرموں کے ذریعے اپنے حق میں لابنگ کراتی ہے۔ مذکورہ خط پر جن اراکین کانگریس کے دستخط ہیں، وہ پاکستان کے بارے میں کوئی علم رکھنے یا اس میں دلچسپی لینے کیلئے نہیں جانے جاتے۔ اُنھوں نے غالباً لابنگ کے زیر اثر دستخط کیے ہیں۔گزشتہ برس سرکاری دستاویزات سے پتہ چلا کہ تحریک انصاف نے ایک لابنگ فرم فنٹن ایرلاک کی خدمات 25 ہزار ڈالر زماہانہ کے عوض حاصل کی تھیں۔ رواں برس مارچ میں تحریک انصاف کے امریکی حکومت اور میڈیا کے ساتھ روابط بحال کرانے کیلئے واشنگٹن سے تعلق رکھنے والی ایک فرم پرایا کنسلٹنٹس (Praia Advisors) کے ساتھ اس کا معاہدہ منظر عام پر آیا۔ 

In his blog Hussain Haqqani further wrote that the letter of 11 Congress members is nothing more than expressing their views.  It cannot be termed as a policy or budget decision.  Although the PTI has been alleging that the US removed its leader Imran Khan from the post of prime minister, it lobbies in its favor through public relations firms in the US.  The Congressmen who signed the said letter are not known to have any knowledge or interest in Pakistan.  They probably signed under the influence of lobbying. Last year, official documents revealed that Tehreek-e-Insaf had hired the services of a lobbying firm, Finton Erlock, for $25,000 per hour.  In March this year, Tehreek-e-Insaaf's contract with Praia Advisors, a Washington-based firm, to restore ties with the American government and the media came to light.

اراکین کانگریس کو عطیات اور ووٹوں کی مسلسل ضرورت رہتی ہے۔ اس کا فائدہ اٹھاتے ہوئے لابنگ کرنے والے اُنھیں ایسے معاملات پر بات کرنے پر قائل کرلیتے ہیں جو اُن کے کلائنٹ کی ضرورت ہوتی ہے۔تحریک انصاف کی موجودہ لابنگ پر 2سے 3 لاکھ ڈالرز سالانہ خرچ آتاہے۔ امریکی لابنگ بزنس کا سالانہ حجم 4بلین ڈالرز ہے۔ اس کے سامنے یہ رقم تو کوئی وقعت نہیں رکھتی۔ اس لیے نہیں لگتا کہ اس کے ذریعے امریکی پالیسی تبدیل کی جا سکتی ہے۔ ہاں، پاکستان میں پارٹی اور اس کے حامیوں کی کچھ امیدیں بندھا کر اُنھیں مایوس ہونے سے بچا سکتی ہے۔ اب وہ یقین کرنا شروع کرگئے ہوں گے کہ امریکی مداخلت ان کے محبوب قائد کو جیل سے رہا کرا سکتی ہے۔

Members of Congress are in constant need of donations and votes.  Taking advantage of this, lobbyists convince them to talk about issues that their clients need. Tehreek-e-Insaaf's current lobbying costs 2 to 3 lakh dollars annually.  The annual volume of American lobbying business is 4 billion dollars.  This money has no value in front of him.  Therefore, it does not seem that US policy can be changed through this.  Yes, it can save some hope of the party and its supporters in Pakistan and save them from disappointment.  Now they may have started to believe that American intervention could free their beloved leader from jail.

حسین حقانی نے  مزید لکھا کہ میرا نہیں خیال کہ گزشتہ برسوں کے دوران پاکستان میں پیش آنے والے سیاسی واقعات میں امریکہ نے کوئی کردار ادا کیا تھا، اور مجھے یقین ہے کہ اُسے رواں برس بھی کوئی کردار ادا کرنے میں ہرگز دلچسپی نہیں ہو گی۔ سفارت کار بلوم کی نواز شریف سے ملاقات اور امریکی اراکین کانگریس کا خط پاکستانیوں کیلئے اہم اس لیے ہیں، کیوںکہ وہ سازش کی تھیوریوں پر یقین کرتے ہیں۔ 

America has played a role in the political events in Pakistan over the years, and I am sure it will not be interested in playing any role this year either.  Diplomat Bloom's meeting with Nawaz Sharif and the letter from US Congressmen are important to Pakistanis because they believe in conspiracy theories.

اُن کا خیال ہے کہ پاکستان میں ہونے والے اہم فیصلوں پر دراصل امریکہ کا کنٹرول ہے۔ تقریباً ہر بڑی پاکستانی سیاسی جماعت نے کسی نہ کسی موقع پر سازشی تھیوری کو پھیلایا ہے۔ نتیجتاً، پاکستانیوں کیلئے یہ کوئی غیر معمولی بات نہیں کہ وہ ملک کے پریشان کن سیاسی حالات میں امریکی اشارے تلاش کرنے کی کوشش کریں۔ پاکستانی سیاست دان امریکہ مخالف بیان بازی میں مشغول رہتے ہیں جبکہ نجی طور پر امریکیوں کو اپنے دوستانہ رویے کا یقین دلاتے ہیں۔

believes that the US actually has control over important decisions in Pakistan.  Almost every major Pakistani political party has spread conspiracy theories at one point or another.  As a result, it is not unusual for Pakistanis to try to find American cues in the country's troubled political situation.  Pakistani politicians engage in anti-American rhetoric while privately assuring Americans of their friendly attitude.
